General Counsel

Carol Bradford Worley is General Counsel for the California Community Foundation (CCF), a 501(c)3 public grantmaking foundation located in Los Angeles. 

In this role, she is responsible for guidance, strategic advice, and oversight on all legal matters to ensure CCF’s compliance with applicable laws and regulations.  Worley was appointed as CCF’s first internal General Counsel after 16 years with the foundation – prior to that she served CCF in other legal and development leadership roles. 

Worley is on the board of Community Foundations National Standards®, a supporting organization of the Council on Foundations. Worley is the past chair and remains on the executive committee of the Non-Profit Organizations Standing Committee, Business Law Section of the California Lawyer’s Association. She is also past chair of the Tax-Exempt Organizations section of the Los Angeles County Bar Association. Worley is an active member of several estate planning councils in the Los Angeles County area.  

Worley was a business litigator in Los Angeles until she joined the nonprofit sector in 2001. Worley holds a Bachelor of Arts degree in music history and performance from CSU Fullerton, and a law degree from Loyola Law School in Los Angeles. She is a frequent speaker on legal and tax issues surrounding nonprofits, complex charitable gifting and estate planning, as well as on the business and administration of community foundations.
