Joe Scantlebury is the President & CEO of Living Cities, a member collaborative of leading private foundations and financial institutions committed to advancing a future where all people in US cities are economically secure, building wealth, and living abundant, dignified and connected lives. Joe and the members of Living Cities believe that our nation will prosper by 2045, if we invest knowledge, social, and financial capital in the inherent talent, creativity, and capacity of all people.
Joe served as vice president for program strategy at the W.K. Kellogg Foundation where he designed, led, and implemented strategic programming efforts to improve the lives of vulnerable children and families in the Foundation’s priority places. As a senior program officer at the Bill & Melinda Gates Foundation in Washington, DC, Joe previously led state policy advocacy in priority Northeast and Mid-South states and among civil rights and education equity grantees. As a staff attorney at the Youth Law Center in Washington, he advocated and litigated nationally to reduce disproportionate confinement of racial and ethnic minority youth and addressed conditions of confinement in juvenile prisons.
Joe received a Bachelor of Science from Cornell University’s New York State School of Industrial & Labor Relations; a Juris Doctor from New York University School of Law; a Master of Public Administration from New York University Wagner School of Public Service; and a Doctor of Humane Letters from Livingstone College.
