Senior Community Impact Officer

Joel serves as a Senior Community Impact Officer, leading strategic investments in K-12 education, post-secondary success, and workforce development. A proud Hartford native and resident, my life and work are deeply rooted in the city’s people, institutions, and future.

Previously, Joel led Hartford Working Cities, a systems change initiative at the United Way of Central and Northeast Connecticut. The initiative launched innovative programs such as Young Legends of Hartford, which uplifted youth voices and leadership, and Workforce Navigation, which connected residents to employment pathways and support services.

Outside of the office, Joel serve as Co-Chair of the Workforce Affinity Group with the Connecticut Council for Philanthropy, as a member of the City of Hartford’s Workforce Transition Committee, on the Investors Committee with Workforce Solutions of Greater Hartford, and on the Advisory Task Board for ROCA Inc. Joel was appointed a Commissioner for the City of Hartford LGBTQIA+ Commission.

Joel earned bachelor’s degree from Bradford College, an MS in Organizational Leadership from Mercy College, and an MS in Professional Counseling from Central Connecticut State University.
