Rafael O. Morales leads the Economic Security portfolio. He joined SVCF after working at The San Francisco Foundation where he served as Community Development Program Fellow, overseeing grantmaking in support of affordable housing, asset building, job training and creation, foreclosure response and neighborhood preservation.
Prior to working in philanthropy, Rafael spent nearly nine years at the National Federation of Community Development Credit Unions (Federation), a certified CDFI intermediary representing more than 250 community development credit unions nationwide. A major accomplishment at the Federation was overseeing their 10-year effort to establish a state CDFI Fund, which was finally signed into law in July 2007.
In 2008, he relocated to San Francisco to open the Federation’s West Coast Regional Office. As West Coast Program Officer, Rafael served on the Bank on San Francisco Credit Union Subcommittee, the San Francisco Smart Money Network, the Coordinating Council for the California Credit Union Network for Community Development and on the boards of the U.S. Solidarity Economy Network and the California Center for Cooperative Development.
Rafael is currently Board Chairman of Homeownership SF and sits on the Steering Committee of the Bay Area Asset Funders Network. A graduate of Middlebury College, Rafael holds a degree in International Studies with concentrations in political science and Spanish.
