Engaging in the federal regulatory process can help inform how federal agencies interpret, implement, and enforce laws. Federal agencies’ proposals and decisions can significantly affect how foundations operate, make grants, support nonprofit partners, and advance their charitable missions.

The Council’s Public Policy and Legal team works to ensure that federal agencies understand the practical effects of proposed policies on foundations and the broader charitable sector and develop clear, workable rules that support charitable giving and strengthen philanthropy.

The Council engages in the regulatory process by:

  • Monitoring federal regulatory actions affecting foundations and nonprofits.  
  • Gathering input from members, sector partners, and policy experts.  
  • Submitting public comments, letters, testimony, or technical feedback on proposed rulemaking.
  • Analyzing final regulatory actions and assessing impact on our members and the broader sector.
