Carmen JM Simon partners with foundations and nonprofit organizations to drive meaningful change through policy analysis, qualitative research, facilitation, and environmental scans, with expertise in health, rural development, early childhood education, food systems, and healthy eating and active living (HE|AL).
She has held key roles within the South Carolina General Assembly, including as a legislative program evaluator for the Legislative Audit Council and an analyst and auditor for the South Carolina House of Representatives Legislative Oversight Committee. Throughout her career, she has led organizational planning and program evaluations that help philanthropic and nonprofit organizations refine strategy, assess impact, and navigate complex policy landscapes.
Carmen holds a BS in Biology from Spelman College, a JD and an MA in Public Policy from Duke University, and a graduate certificate in Health Policy. She is admitted to the state bars of Georgia and South Carolina.
Now based in Richmond, Virginia, she remains deeply engaged in community leadership, serving on the Maggie L. Walker Initiative Citizens Advisory Board by city council appointment, acting as a Virginia Capital Trail ambassador, and participating in several alumni organizations. On weekends, you’ll likely find her hiking, cycling, or cheering on Duke and Clemson football alongside her husband, Alphonso Simon Jr., and their twin toddlers.
