Fran Rodriguez

Fran Rodriguez is a visionary strategist committed to creating spaces for learning and collaboration. She works across state agencies, public education, philanthropy, and grassroots circles with a singular mission: to disrupt the status quo.

As the Senior Program Officer at the Lancaster County Community Foundation, Fran oversees grant programs and special initiatives, including the Baldwin Leadership Program, an 18-month initiative focused on personal growth, leadership development, and community connections. She holds an Associate of Arts degree in Paralegal Studies from Harrisburg Area Community College and a master’s in human services from Lincoln University.
