Johanna Ulloa Girón is the Principal of 3135 Consulting, a strategy firm specializing in "Policy Translation"—the process of bridging philanthropic investment with systemic state-level change. A psychologist and social worker by training, Johanna brings over 20 years of experience navigating complex fiscal and regulatory frameworks to move resources "upstream" to address the drivers of health. She is currently a doctoral candidate in Leadership for Organizations at the University of Dayton.


Throughout her career in the philanthropic and public sectors, Johanna has designed and overseen statewide strategy efforts—such as a $17 million initiative to expand upstream health investments—while partnering closely with grantees who led on-the-ground community engagement. Her leadership in policy and advocacy includes serving as a Federal Policy Liaison on Congressman Joe Neguse’s Latinx Advisory Committee and as a member of the Executive Team for the Colorado Media Project. Internationally, she has facilitated strategic systems-change frameworks.


Johanna’s commitment to health equity is reflected in her service on the Larimer County Health District Board of Directors and her recognition as the 2025 Policy Excellence Award winner by the Colorado Public Health Association.
