Director
Kay Guinane is a public interest attorney who specializes in the rights of nonprofit organizations, particularly in the areas of freedom speech and association and national security. As Director of the Charity & Security Network she coordinates efforts to make national security rules impacting the work of civil society consistent with Constitutional and human rights principles and eliminate unnecessary barriers to legitimate work of nonprofits. She has published research, testified before Congress, and engaged extensively in advocacy and consulting on these issues in the U.S. and abroad.
Ms. Guinane has represented a wide variety of nonprofit organizations, both as an advocate on issues and an advisor on tax and nonprofit law. She was Director of Nonprofit Speech Rights at OMB Watch, a Washington, D.C. based government watchdog organization and also worked for the Alliance for Justice, the National Consumer Law Center, Environmental Action (Washington, DC), the Legal Aid Society of Louisville, and Citizens for Social and Economic Justice and the public defender service (Hazard, Kentucky). She holds Bachelors and Juris Doctor degrees from the State University of New York at Buffalo and is licensed to practice law in the District of Columbia, Kentucky and Maryland.
