President & CEO
Ralph Serpe is the President & CEO of the Adams County Community Foundation, where he and his staff and board are laser focused on building a permanent unrestricted charitable endowment for Adams County.
Previously, Ralph led the development efforts at community foundations in Baltimore, Princeton, and Silicon Valley. He serves as secretary on the National Standards Board for Community Foundations, and on the board of Boston Youth Marching Arts.
He is currently spearheading the effort to amend Pennsylvania’s Intestate Succession Statute to include community foundations as the ultimate beneficiary. In 2022, he led the successful legislative effort among scholarship providers to eliminate scholarship displacement at public colleges and universities in Pennsylvania. In 2014 Ralph worked with the Maryland Community Foundation Association to pass “Endow Maryland” an unrestricted endowment tax credit for Community Foundation donors.
Ralph founded the Unrestricted Asset Development Peer Group, leading community foundation executives through an extensive peer learning and asset building discussion to uncover and put in place successful strategies to raise unrestricted assets. Since 2007 more than 250 community foundations have participated.
He loves community foundations and asking donors for unrestricted endowment gifts.
