Frances Todoro-Hargreaves is a strategic leader in impact investing, community development, and municipal engagement, dedicated to leveraging philanthropic and private capital for sustainable economic growth and social equity. As the Impact Investing Manager at the Ann Arbor Area Community Foundation (AAACF), she oversees innovative investment strategies that strengthen small businesses, expand affordable housing, and drive economic mobility for historically marginalized communities. She plays a pivotal role in aligning place-based philanthropy with financial tools that create lasting impact, working closely with donors, policymakers, and cross-sector stakeholders.
With a background spanning public service, commercial real estate, and nonprofit leadership, Frances brings a multifaceted approach to impact investing. Frances served as Assistant to the Mayor for the City of Ann Arbor. In this role, she also acted as Assistant Emergency Manager and Coordinator for the Mayor’s Annual Green Fair, with expertise in municipal governance, sustainability initiatives, and crisis response. Her dedication to civic engagement continued through her role as Vice Chair and Commissioner for the Ann Arbor Independent Community Police Oversight Commission.
Frances also has extensive experience in commercial real estate and nonprofit financial management, having held senior leadership roles at McKinley, Inc. and later serving as Executive Director of the State Street District. At State Street District, she modernized financial systems for greater efficiency and transparency, strengthened business-community partnerships, and successfully led planning and operations for the renowned State Street Art Fair, one of Ann Arbor’s most significant cultural and economic events.
A champion of equitable economic development, she is passionate about leveraging financial capital to create opportunities in underserved communities. Her expertise spans place-based impact investing, public-private partnerships, and the integration of philanthropic dollars into local economic ecosystems. She is committed to ensuring that impact investing remains a powerful tool for driving systemic change, addressing wealth gaps, and fostering growth.
Frances is a graduate of Rowan University in New Jersey and the University of North Carolina – Charlotte. She resides in Saline, Michigan, with her husband and two children.
