Senior Program Officer
Fran is the Senior Program Officer at the Lancaster County Community Foundation. She oversees and manages community benefit organization (CBO) grant initiatives including the CBO Capacity Building Program, CBO Equity & Inclusion and Baldwin Leadership Programs, and coordinates the Community Foundation’s LEAP session calendar, a series of free workshops for CBOs and individuals. Fran holds an Associate of Arts degree in Paralegal Studies from Harrisburg Area Community College, and a master’s degree in Human Services from Lincoln University.
Fran currently serves as Chair of the LEAD PA Institute, a training series designed to support progressive leaders across the Commonwealth of Pennsylvania. In 2008, she founded the Latino Empowerment Project, a leadership program for Latinx leaders seeking to create a platform for social change. She is a former columnist for La Voz Lancaster and served on LNP’s inaugural Editorial Board and is the past president of Lancaster County’s League of Women Voters.
